Hardware abstraction layer (HAL) for for nRF24L01+.

nRF24L01+ has one module with complete functionality for using the RF tranceiver. Since the tranceiver is functionally compatible with those found in nRF24LE1 and nRF24LU1+ the RF tranceiver (hal_nrf) module is used for these products too.
